Designing Public Procurement Policy in Developing Countries

Murat A. Yu¨lek and Travis K. Taylor - Personal Name;

Growth performance in developing economies has recently been quite impressive.
In parallel, fiscal health has improved. These factors are driving public and private
spending capacity in these economies.
This chapter attempts at estimating and projecting (1) public procurement
outlays devoted to machinery and equipment in these economies; and (2)
importations arising from these outlays. Results of these estimations are likely to
shed light on the negotiation power of developing countries in the international
markets. Moreover, the results can shed light on their power to benefit from these
outlays to support local technological development.
Well structured procurement policies capitalizing on the negotiation power can
be instrumental in converting these economies from passive importers of technology
products to manufacturers of such imported goods, bringing in value added to local
economies and assisting in building local learning curves in developing countries.
