Public Authority Procurement Strategy

Procurement is an expensive process. The potential for waste and error is
high. The potential for failing to meet people’s expectations is higher still.
The process needs to be properly planned and managed. Whilst the
Authority is well advised to have a team of trained specialists, an experienced
individual should be identified to take responsibility for the management
of the procurement process. Whilst continuity of responsibility
throughout the process is preferable, any transfer from one individual to
another should be clear and fully documented.
The procurement process comprises several stages that are complex and
lengthy. The process manager will need to draw on the expertise of others
and may benefit from the appointment of advisers. Authorities’ key
procurement decisions are often made by Members. So the procurement
policy and process should be agreed with the appropriate Members and
specific stages at which Members’ formal decisions will be needed should be
identified with them.
