EU ENERGY LAW AND POLICY

I ended up working on European and international energy law issues more or less by coincidence. Having embarked on a career in general EU law, I worked on the first merchant infrastructure case under the (then) new EU regulatory frameworks for electricity and gas. Thinking that this was an interesting project, I decided to write an article explaining the regulatory considerations to be taken into account in applying for a merchant exemption in an electricity internconnector project. Shortly after finishing this article, the European Court of Justice gave its decision in a case involving electricity interconnectors. Again, I decided to write something on that case. Both articles were published in an international energy law journal then headed by the late Professor Thomas W. Wälde.
Thomas later contacted me and suggested that we should cooperate, given that we had similar interests and he liked my articles. So we did. We published two more articles together on electricity markets and Thomas introduced me to the academic energy and investment law community in Europe and internationally. At some point in 2006, Thomas told me that he had an old manuscript which he had started to write at his summer place in France but had never finished. He was a person who always had too much to do, but usually managed to get it all done. This particular project had slipped due to his many other commitments. He suggested that we complete the book project together
